How to import personal contacts into global contacts

I am trying to import a users personal addresses into the global contacts list.
I do the export to a .pst file fine but when I select the global list and
try to import, the Public Folders with the global contacts isn't available to
import to.
Also when I am creating an email and pick global contacts there are no
entries shown even though when I go to Contacts and look there I see them
fine???
They have a new Small Business Server 2003 server using exchange.
 
No need to export/import (which isn't p9ossible with public folders anyway)?
Just copy them from one folder to the other.

It sounds like you haven't checked the Outlook Address Book box on the
public contacts folder's Properties dialog.
