How to have the LINKS toolbar expanded on the screen

From IE v5.0 on win2000 the LINKS toolbar was expanded on
the top header of the window.
Now w/ IE v6.0 on XP, the links only shows as a collapsed
single hotspot,
Can this be expanded as before?
