How to Grant Help Desk Personnel the Specific Right to Unlock Locked User Accounts Q279723

After implementing the items discussed in this article I'm still unable to
lock/unlock an account. thoughts?

I have not tried it myself, but it only gives the delegated user the right
to unlock the account and the users accounts must be in the container/OU
where the right was delegated to. --- Steve
