How to get the "Multi-language pack"?

I use the window2000 English version, I follow the direction of choosing "
chinese(prc)" in "your locale" choice.

but the problem is : some of the Chinese words can be display, but some
other Chinese words (for example, the "subjects" of this newsgroup") still
can't disply properly.

My friend suggest me to install the "Multi-language pack", but how to get
it?
 
It's not compulsory to install language pack.

It's related to the "System Locale" and I believe you have only modified the
"User Locale"

System Locale can help displaying alternate language on non-client area like
menu and file system. User locale can only help customizing the currency,
day time setting etc.

What you can try is Control Panel->Regional Options->Click on "Set
default..." button->choose "Chinese (PRC)", then restart your system as
instructed.
