How to get rid of the "XP" look?

I want to get rid of the ugly XP standard desktop,
background image and the ugly start-menu that fills more
than half the screen. I want to completely erase the entire
theme out of the computer, so that every new user that
creates an account gets the normal, standard windows
layout. How to do this? I don't want users to be able to
even deliberately switching to XP layout. How to make the
standard desktop default for all new users?
