how to get rid of redundant control panel icon

I tried a audio interface from tascam for usb. and had to send it back. but
the driver installation left an icon in control panel called "tascam". I
removed the drivers but the icon is still there and I cant delete it.

I found a utility that would get rid of it but I lost it and dont remember
whats its called.

win xp home.
