How to get Outlook to reactivate after uninstalling and re-instal.

I get an error message as soon as I open Outlook 2002 that says it can't find
the .dll or default ... I can't even open it at all to even try to see what
the problem is.
Please help me get it to work. I have uninstalled and reinstalled and
updated this and that and nothing works. It used to work just fine and now
it doesn't at all.
 
what dll does it say is missing? did you try detect and repair from another
office application?
