how to get notified about multiple instances of same application r

My users often open several instances of the same business application which
causes licenses problem. Is there a way of generating a pop up or any other
one so if they attempt to open same application, they would be notified?

If your application has some type of license manager service that runs
on a server see if the license manager has a file to add entries by user
name and or other options that restrict access.
