How to get Microsoft SQL Server directory on pc

I'm supporting a product that uses a (desktop) SQL server running in WinXP.

Is the Microsoft SQL Server directory in C:\Program Files a part of the
stand XP Pro install or is it an option that can be installed by the PC
manufactuer?

Can the SQL Server directory be installed on a computer that doesn't have
it? if so, how?
