BCM is included in the retail, OEM, volume license, and MSDN Universal versions of Office 2003 Professional and Small Business Edition. In the retail package, it's on a its own CD and needs to be installed separately. It was not included in the trial copy distributed at the Office 2003 launch nor in the "Action Pack" that went to various Microsoft partners. We don't know yet whether it's in the trial version that you can order from microsoft.com.

I would suggest that you relay that request using whatever feedback mechanism the Action Pack subscription provides.
