How To Get Build 5728

i have read through the forum and found the link that sends me to the vista
main page again even though it shows
http://download.windowsvista.com:80/preview/rc1/en/download-5728.htm

when i click that link all it does is send me to the vista main page and
only gives me access to build 5600 how do i get build 5728 or anything that
may be newer preferably the x64 version

Interim builds of Vista are only available to authorized Microsoft beta
testers.

Not quite true. 5728 was available to everyone for a short period of time.
