I have upgraded my computer with a new Motherboard is a MSI K8M Neo-V and
ADM 64 processor. I have added a hardrive as a slave (60 G) NTFS File
system. I want to eliminate all data on it. It has a copy of windows XP
on it but I don't need it because I have it on the C drive. How do I
format This Drive which is now F:\?

Im using WIN XP Pro so assume whatever version you are using is
similar . Just go under admin tools/computer management/ storage/Disk
Management. Click on the graphic of your hard disk F: with the
right mouse button and you choose format. You can also delete the
partition and create a new one before formatting.

You tried right-clicking on the drive in My Computer?

Download and burn this .ISO to a CD,
http://www.geocities.com/sheppola/bootd.zip
Read the included readme file.
Set system to boot from this burned CD.

Run Aefdisk and issue the command
\delall
command. This will remove ALL partitions and make the drive as if it
had never been partitioned and formatted.
HTH :)

It's easy enough to do. Go into My Computer. Right click on your old drive
(F:). Select FORMAT DRIVE. Follow the directions.
