How to format HD > 8GB?

Hello,
I have a 17GB external hard drive. I have been low-level formatting it
with the SCSI utility interface upon boot-up (<CTRL>-<A>). It states it
as size 17501 MB which is OK.

Now I use FDISK with Windows 98, say to create Primary DOS partition and
use maximum available space, but it only sees 8025MB as total space.
How do I format it to 17GB?

I bought it used and it was formerly formatted to 17 GB and my system was
seeing it OK. I just wanted to make a clean fresh format. There was a
full 17GB partition, so I'd like to format it the same way.

I believe FAT 16 is limited to four 2GB partitions (4X2=8)
so it sounds like you are using FDISK in normal mode
not in the "large" disk size mode (with is FAT32).

You either have an old SCSI adapter without Int13 extensions, or they are not
enabled.

No. Normal mode only allows me 2047MB per partition but still sees the
total disk space to 8025MB. If I use Large disk size mode, then I
can use the 8025MB in a single partition, but the main thing for me is
to go beyond that to the 17GB partition. The disk was previously formatted
like that, so it must be possible to reformat the same way.

Then why didn't you?
There was a full 17GB partition, so I'd like to format it the same way.

Just formatting it from Windows or DOS would have accomplished that just fine.

You may want to check whether Int13 extensions have been enabled in the bios.
