In windows is is very easy to move a folder by accident
and not even notice it. Is there a way to force the
system to prompt the user if the (s)he really wants to
move the folder?

Get in the habit of dragging and dropping items with the right mouse
button. When you use this method, a menu will appear when you drop the item
and it will ask what you want to do.

You could also use the Move To and Copy To buttons in the standard toolbar
of a Windows Explorer window.

PS: If you notice an accidental folder move as soon as it happens, press
Ctrl+Z (Undo) immediately.
