How to fix MS error 0x80040605

Last week I removed a search engine and tried to reinstall a different one. After that I when I tried to send a message or went to the address book I got the message "The message interface has returned an unknown error. Restart Outlook." I did and it made no difference.
Some how I found the error was MS error 0x80040605. I am using Win.7, Outlook Express, Outlook Express 2013.

Can anyone tell me how to fix this problem?
