How to expand the windows tab-bar underneath ...?

How to expand the windows tab-bar underneath so to get two rows for
applications, programs etc ?

I mean on the tab-bar next to quick -launch bar ?

I'm guessing here that you're referring to the Taskbar at the bottom of the
screen where you see the Start button, Quick Launch toolbar, and clock. If
that's the case right click on the Taskbar and click on "Lock the Taskbar" to
remove the check mark. Now, move your mouse pointer to the top of the Taskbar
until it changes into a double headed arrow. Click with your left mouse button
and while holding down the mouse button drag the Taskbar up to increase the
height. Once you're done, go back and right click on the Taskbar and click on
"Lock the Taskbar" to restore the check mark.
