how to enforce a "do you want to move" notification

I would like to have a do you want to move notification on w9x and w2k workstations. How to enforce this?

If this is to avoid "accidental" drag and drop of folders when using Windows explorer, this is how I do it:

I set the Read-Only flag on all the folders that I find relevant (and sometimes the files as well, if they
are not to be changed in the near future).
 
then they simply move the files within it, leaving a empty structure. So I want someting better. like disable move, allowing only cut&paste or something like that.
