How to email to all in one category?

i have contacts in various categories. at times i want to send an email to
all in one category. how do i do that easily?
 
Come on you experts... there has to be a way to do this! Give me a clue...

Highlight the Category and from the Action menu select New Message to
Contact - an email will be created with all the contacts in that category on
the To field regardless if they have an email address or not.
 
When I do this Step "Highlight the Category and from the Action menu select
New Message to Contact" there is no "New Message to Contact" tab in the drop
down menu. I am using Outlook 2007
