How to download just a part of a file.

How can I download just a part of a file, for example from byte xxx to
byte yyy.

well...
I need to get a big file in a pc that has no internet connection, from
other that do has. All I have is a pendrive, but the file is 4 times
the pendrive size, so i have to download it in several parts and move
one by one. The 2 pcs are not near, and I cant leave that huge file in
the machine with internet.
I want to avoid downloading the whole file 4 times.

Complicated?
 
You cannot split a file on someone else's computer! Damian wants to download, from someone else's
computer, just part of a file.
I would say. No this can not be done without the owner of the file assisting you.
