How to Download a PDF Given its URL?

Rt-click on the URL that ends in .PDF and select Save Target as

That's exactly the problem. The url that ends in .pdf is not
available until after IE is forwarded to it by the redirect link.
Download is not an option when I rt-click on the first link.
 
Do you have Adobe Reader? If not, download version 6.0 from
http://www.adobe.com/products/acrobat/readermain.html
I prefer to have PDF documents open in Adobe Reader- not IE so...
Open Adobe Reader> Edit> Preferences> Internet> uncheck "Display PDF in
browser." You should then have the option to save.

You might also have to go to Folder Options> File Types> PDF> Advanced, and
check "Confirm open after download."

Also, you can reportedly make Adobe Reader load faster with these

Until you mentioned it, no, I did not notice the key at the bottom of
the screen. When I hover over this key with my mouse, a note appears
that says, "Document is encrypted" so apparently you're right.

I am able to print the document so if that's the only way I can
archive it, that'll have to do. But it would be a lot more convenient
to have a copy on my PC. Can anyone tell me if this can be done and
if so, how?

Did you notice the padlock in the bottom toolbar?
Perhaps they don't want you to do that...

I found out some more about this since I posted.

Compare: what is implied by Ctrl-d,Security versus what you can see in
the TIF viewer. ;)

Is it larceny to take advantage of ignorance?
