How to disable web browsing from Windows Explorer

Does anybody know a way to prevent the Windows File System Explorer from
turning into Internet Explorer when a http or www URL is entered into the
adderss bar?

In essense, I want to disable Internet Explorer for non-administrator users. I
have a custom browser application which I want the children to use instead,
which limits sites which can be visited to a preselected set. I can set the
access permissions on iexplorer.exe so that ordinary users can't execute it,
however if I enter a URL in the Windows Explorer, it still switches to Internet
Explorer. How can I disable this?

As IE, Windows Explorer and the Windows OS are so intricately connected (you
might recall some lawsuits in Europe in recent years), best to use Content
Advisor to take care of this, Stephen.

IOW, list /no/ approved sites in Content Advisor.

Unfortunately I cannot use Content Advisor to take care of this. The reason
is that the custom browser that I want to use is using the MSHtml library
internally, and so the Content Advisor also blocks my custom browser.
What I need to do is to prevent the file system explorer from "turning into"
Internet Explorer whenever a URL is entered into the address bar.

Do you/anybody else have another suggestion?
