How to Disable the Web Publishing Wizard?

Hi,

Does anyone know how to disable the Web Publishing Wizard
(ie turn off "publish file to the web") ?. I have looked
in the policy but I have found nothing that relates to it.

The reason being is that our student use desktops don't
have any direct internet connectivity, just access to a
web proxy, this means that web publishing to remote
websites doesn't normally work. This obviously means the
feature is superflous to requirements.

It's supposed to be in HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore
DWORD="1
But it doesn't work on our systems. MSFT should have a comprehensive registry reference.
