How to disable RECYCLER folder forever?

I have disabled recycle bin (use setting for all drivers: do not move files
to recycle bin, deletge em option in recycle bin options) and manually
deleted RECYCLER folder on all HDD's now after few days its there again,
though bin is empty.
What shall i do to disable bin and stop RECYCLER folder from apearing on
HDD?

Why do you want to do this?
 
Well, I suppose that you could try creating a file (not a
folder) called RECYCLER. Maybe mark it read-only
and/or hidden, too. That might cause Windows to
get an error when it tries to create the RECYCLER folder.

Caveat: I've not tried this!
