How to disable Number Lock on startup?

I once knew how to make sure the number lock on the
keyboard was off at startup, and I thought it was through
group/local policys, but I can't find anything on it now.
Is there an easy way to do this?

And I am looking for something other than the bios option.

Whatever setting exists at shutdown/logoff is retained as part of that
user's settings.

Just turn it off, and restart. It will be turned off after logib,
irrespective of the bios setting.
