How to disable Internet access for a particular user on my PC ?

I have an Internet connection through LAN and I don't want some else (for
e.g my brother) to use my Internet connection because only I pay the bills.
Is it possible to disable the Internet access for other user on my PC with a
registry setting or a software ? ( I've tried some of the popular security
programs, but they only disable the Internet Explorer and the other software
like Opera and mIRC are still working). Any ideas?

Boot to safe mode an log into the Administrator account, then follow the
