The way to prevent users from doing something is not by taking away a method
to perform an action, but rather to secure access to the function that does
it or protect the data itself. That said, what "file" menu? In Notepad?
In the task manager? All applications that have a "file" menu? What are
you trying to protect?

I could disable most of the security relevant options via group policies
Only thing left is that I want to prevent my clients to see the servers URL. This is possible by entering File > Properties. Therefor I want to disable this menu point.
