How to disable CDROM access without AD

Hi,
I would like to limit some local computer users ability to access CDROM.
Anyone know how to do this?
I also don't like them to install software.

What registry or group do I have to configure.

to disable removable media installation:
run gpedit.msc > User Config\Admin Templ\Win Components\Windows Installer\Disable media source for any install

to disable Windows Installer completely:
run gpedit.msc > Computer Config\Admin Templ\Win Components\Windows Installer\Disable Windows Installer
 
I want to disable certain local user/group's access rights to CDrom, not all
users.
It doesn't look like I can do it following your first instruction?

Will the second instruction: " to disable Windows Installer completely" stop
microsoft windows update too?
