How to determine locked file?

Is there a program available for Vista that will determine which program(s)
is locking a file or using that file? I tried Unlocker but it doesn't
report correctly. WhoLockedMe doesn't run on Vista.

You do it by setting the correct filters. If you are not experienced with
that, the Process Explorer tool that the others have recommended is easier
as you can use its Find function, enter the name of the file, and it will
return any processes that are currently holding a handle to that file.
