How To Determine If TCP/IP Port Free

I'm sure this is simple... How do you determine if a TCP/IP port is free? I
need to set up multiple instances of an application (Tomcat) on a Windows XP
box, but I don't want any port conflicts. Thanks.

Ran "netstat -a" to see all used ports in dos box.
