how to demote orphan domain controller ???

I have a domain controller that has been taken away from
the site. This server needs to be demoted and joined to
another seperate domain.

At the moment I cannot demote this server because it has
no access to the domain, or GC sever, nor will it ever
again.

Is there a Microsoft article that outlines how I can
manually demote an orphan domain controller when it is
offline?
