How to Delete Outlook Express

Hello I have Windows XP and Outlook Express came with my system. I didn't like it, and put Outlook on my system instead. Now I'm trying to get Newsgroups from my Outlook News reader. The problem is I keep getting an error because it's trying to put it on or is having a conflict with Express. I was able to get rid of everything but the program files/folder. I get an error saying that another person or program is using it. Well that's not true. It's just that it is a componet that came with XP. So what do I do now. In order to get newsgroups for my Outlook 2000 I have to get rid of Outlook Express, apparently.
 
OL has no newsreader capability.
OE is used as the newreader; even if accessed from the OL toolbar its
actually the OE newsreader that opens.
If you have attempted to remove OE the newsreader will no longer work.
You will either have to repair/reinstall OE or use a different newsreader
app.

If you remove OE, then Outlook won't work properly - they share certain
files.
