How to delete or set permissions for files with deleted users?

I deleted a user who owned some folders on the system and from then on
I couldn't access the folder and the subfolders for that deleted user.

I tried to use xcacls.exe to change the permimssions and that also
failed with an access denied error.

Are there some utilities which can manage this? I thought a user with
administrator rights should be capable of doing this?

And one more thing - what difference is the difference between
ownership of a file or a folder and having full rights to it?

I should have been able to work out that one, if I spent more time
studying the dialogs or experimenting with them.

My sense of being a Windows 2000 guru has taking a severe bashing ;-(.
