How to delete IIS metabase?

I am having bizarre problems with IIS 6.0 an ASP.NET 2.0 on the Win 2003
Server in our (closed internal) development network. Following some of the
suggestions I have seen here, I have removed IIS 6.0 from the server as well
as all versions of ASP.NET. I would also like to remove the IIS metabase
(Metabase.xml & MBSchema.xml) before I re-install IIS & ASP.NET, but when I
try to do that I get a message saying that the files are in use by a
currently running program and to shut down the program first.

Can anybody provide any clues as to what the program(s) might be?

OK. I've figured out that it is inetinfo.exe. Why is this process running on
a machine that has IIS uninstalled? Anybody?
