how to delete a file that wont let you delete it

hey, i gotta virus from my sisters AIM and i want to delete C:\Program Files\webHancer that folder but it says the filesin there are in use. so it wont let me delete it. i odnt know how to get into safe mode because at boot up i nvr get any option to do that. so anyone know of a way to delete that folder?
