How to delegate ability to members of an OU to *only* create mail enabled contacts

So not allowed to create users, only mail enabled contacts
Can it be done?

Yes. In ADU&C click view and advanced. Then, right-click on the OU in
question, choose properties and then the security tab. Hit advanced, add
the group you want to give this permission to, and drill down through the
list until you find the create contacts and delete contacts atomic
permissions. Select both or just create if you don't want delete
permissions.

Hi David,

Do you mean you want to grant certain user account can create email
contacts permission, however, he/she cannot create a user account?

If this is the case, to successfully apply the Create Mailbox task to a
user, the user account must have the Exchange View-only Administrator role
in Exchange System Manager, and must have Write permissions to serveral
attributes which is addressed in the following article and you can use the
Dsacls Utility to Set Permissions:
