How to deactivate text help on-mouse-over?

Please help me deactivate these kinds of "Click here to
begin" help messages (onmouseover text messages - yellow

See "How to Disable Notification Area Balloon Tips"
(http://support.microsoft.com/?kbid=307729). Also disable "Mouse hot
tracking effects" in TWEAKUI.EXE > General. TweakUI is available from
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp.
