Do you mean the Programs list on your start menu? Don't know if this
solution will work for you. However, one way is to right-click the
Start button, choose Explore All Users, and create new folders by
clicking on the in the righthand panel and selecting "new". Decide on
the main categories in which your links belong. Antivirus, Cleaners,
Diagnostic, Games, Video Players... that sort of thing. Then drag them
into those labelled folders. Takes a while for the first sorting if
you have quite a few, but after that it's only a matter of
maintenance.
You might also look at whether you want to keep all of your programs
since this would be a good time for weeding.
