How to create workgroup account

How can I create a workgroup account? I have workgroup of 2 window xp and
windows server 2003.

There is no such thing as a workgroup account. You would need to create
local user accounts on each computer that has a share you want users to
access assuming you are not using simple file sharing but the "classic" NT
style user authentication. Then when a user logs onto their computer they
can access a share on another computer if the computer has a local user
account that matches their logon/password on their computer or they can
access the share if they know the a user logon/password that exists on the
computer with the share. Of course the user would need share/folder[NTFS]
permissions also to access the share. --- Steve

No Problem. Since you have a Windows 2003 server you could make it a domain
controller and then create domain user accounts on it. If you then joined
the two Windows XP Pro computers to the domain you then could have
centralized user account, policy, and resource management and no longer need
to create local user accounts on each computer that you want to give users
access to a share/printer. However there is some extra complexity in setting
up an Active Directory domain and workgroup setting may be just fine for
