How to create sub-value lists

I would like to create a value list that is based upon a value from another
list. Is it possible that when selecting a topic from a list, a related list
of subtopics will appear? For instance, if I were to choose "Health" from
the Topics-list, the Subtopics-list would automatically show a pre-set list
of health subtopics (versus if I were to choose "Environment" from the same
Topics-list.
 
This is a question more commonly brought up with combo boxes, but is just as
valid for listboxes. On my website (www.rogersaccesslibrary.com), there is
a small Access database sample called "CascadingComboBoxes.mdb" which
illustrates how to do this. One of the forms in the sample demonstrates how
to do this with ListBoxes.
