How to create employee contacts in Outlook & then share to all use

I would like to have one place in Outlook to store all employee home address,
phone, birthday info.

This would then be shared out to all employees, so that this info appears in
their contact files, and on their blackberries.

I've done this with Vcards, but updating a Vcard isn't possible when it's
been emailed out and each employee has put it into their contacts folder.

I'm sorry, yes - I'm using Exchange Server and Outlook 2003, soon to change
to 2007.
