how to create a pop-up menu with links from a button on webpage?

I have seen these and cannot find how to accomplish it. On a webpage,
bmouseover on a button, it displays a menu, scroll down to selection. I
assume it is done with links somehow. I have look thru help and a couple
Frontpage 2003 books and cannot find. Not sure if I am just asking
incorrectly on searches. HELP??? ASAP please... thx...dah
