how to create a group policy

I am familiar with the process of going to the Properties on an OU and
creating a policy on the Group Policy tab, but if you just need to
create a Group Policy that isn't for a specific container, what tool do
you use?
 
A group policy will be linked to a specific container. Whether it is at the
OU, site, or domain level. You have to link it to *something*.

Ok, what I am actually trying to do is configure patch management using
the automatic update client, and was advised to do this by linking a GPO
to a group. If there is a better way of doing this it would be much
appreciated. I can't simple apply the GPO at the domain level, because I
don't want it to apply to my member servers. And as far as I know, the
computer part of a GPO applies to computers, not users, so I would have
to apply it to the computer folder. If I do that I need a way of
organizing the computer folder into sub-OU's so i can seperate clients
from servers.

I know this is a long-windows rant but I'm getting frustrated with this =)
 
Are you using SUS server?

With Group Policy you can move all client computers into an OU (you can
create a new OU if needed) and apply the SUS GP to that OU. Don't move your
servers into the OU. They won't be affected by the OU.

And as far as I know, the

Keep it simple. Create an OU called clients (on the same level as the
computer OU, no sub OU) move all client computers to this OU. Leave
computers you don't want affected by the GO in their original OU. Apply the
group policy to the "Clients" OU.
