How to create a DVD menu

From some previous posts, I heard that NERO ultra 6 can do a lot of things
when burning DVD. I'm using nero ultra 6.3.1.6 without any extra plug-in. I
can't even find a way to create menu for DVD. If this version can't, how can
I create the menu first then let nero burn it for me? I've already got the
IFO and VOB file by the way.

You need to use the utility called "Nero Vision Express" that
accompanies Nero suite. Here are some tutorials:
