How to copy a webpage form, including active links into email

I need to create a template in outlook from a form on a web page. Can
someone please tell me what I am doing wrong?

I am opening Word
I am opening the web page and saving it as an html
I am copying the contents to a word document to use as a template in future
emails

The art and verbiage copy over just fine, but the web links are not active.

"the links are not active" - in Word? You have to hold down the Ctrl key
when clicking on a hyperlink in Word.
