How to control size and placement of new windows?

Can anyone tell me how to do this?

When I click on something that opens a new window it shows
up about half size in the lower right corner of the screen
with the min/max/close buttons and both horizontal and
vertical scrollbars hidden.

I have tried putting the window where I want it and then
closing it and reopening it and it behaves the same.

HELP!

David,

1. Open a link.
2. Don't use the maximize button.
3. Stretch the edges/corners so that the window fills the screen.
4. Close all other IE windows.
5. Close the stretched window last.

Best option is to use "IE NEw Window maximizer"

If you are using XP, Kelly has a downloadable registry fix at line 60,
right: "correct IE window placement".

(If not and the problem is recent, then this might be a time to use
Restore or another backup.)
