How to control case, PS, and CPU fan speeds?

I have a case that is suppposed to be quiet, but it's still a little too
noisy for me. OTOH, the CPU (AMD 2600+) temp is leveling out at 40C, so I'm
guessing I could lower some of the fan speeds. How does one go about doing
that without frying everything in the process?

Either replace your fans with larger fans that run at lower RPM, or buy a
fan speed switch that has settings for high, medium and low, and plug it in.
 
I use a Matrix Orbital LCD display / fan controller to automatically control
my CPU fan, video card cooler and four case fans.
