telnet should not be enabled by default. The protocol is so woefully insecure
anyway that it's use should be considered a criminal offence over public
networks, but I digress.

The telnet server process is a service, and can be enabled or disabled via:

Start, Run, SERVICES.MSC
Scroll down to 'Telnet', double-click it, hit 'Stop', and set it's startup type
to 'Manual' or 'Disabled'.

Various third-party firewalls will also provide a means of masking open ports
and preventing access from outside your local network (or even within your local
network).

As for 'other ports', what ports do you think you have open?

Port filtering in Windows 2000 is done in Control
Panel|Network|"connection"|Properties|Tcp/Ip|Properties|Advanced|Options|Tcp/Ip
filtering|Properties but probably better solution is to get a firewall.
