I have made a new home page and would like to know how to add it to the site
and delete the old one.

Easiest way is to open it in code view, Edit Select All, Edit Copy
Then in your old home page in code view Edit Select All, Edit Paste

Or, if you want to keep the old one for some reason, but not use it
any longer, then rename it to indexold.htm, then rename your
newpage.htm to index.htm (assuming index.htm is the name of your
homepage -- it might be default.htm but you still can use the same
approach)

That way, in case you ever wanted to go back, or there turned out to
be problem, your old page could be renamed back.

Actually now that I think about it, dont do what I suggested. Because
all the pages on the site that link back to your home page will not
then be linked to your new homepage.

Sorry, bad idea.

lol, I was juuuuust going to ask about that!
I thought I was being clever, was in a rush and renamed pages the same way
(as you posted about) by renaming pages and merely replacing "index.htmOLD"
with a newly made "index.htm".

Now my site is mad at me and I have to triple check every link on the site
(reporting does not find them to be 'bad). I also notice that my Navigation
is messed up but I don't know how importantn that is going to be to me in
the end.

I swear, it would probably just be easier to start over from scratch. If I
had more confidence in what I'm doing I probably would.
Does anyone have a fix suggestion for my problem?
Thanks!

At least you are still laughing!

All the links that were coming back to your index page, started
pointing to indexold as soon as you renamed the page to that.

Now -- IF you havent already gone and started changing links to point
to the new index page, then they are still pointing to indexold, in
which case you could trash the new index page and rename indexold back
to index and you would be back where you started.

THEN you could use Stefan's good approach above.

But -- I just know you have already started changing the links! :=(

So -- how lucky are you?
