How to change the desktop font color from white?

The font that is used for the desktop fonts can be changed
but I cannot find out how to change the color of the font.
 
you can not change the color.
it is dark on light backgrounds
it is light on dark backgrounds.
 
How does one change the background of the icon text? I
know there's a way to make the background of the icon
text transparent (so the windows background shows
through) but I can't find it.
 
Follow this path:
Control Panel (Classic View - Icons)
System
Advanced tab
Performance section
Settings button
[_] Use drop shadows for icon labels on the desktop
Exit out with Apply and Ok's

Rt-clk desktop|Properties|Appearance|Advanced.
Pick your Item and set its color.
