Try this.
Type or paste in Start | Run and click OK...

Explore
Search
Should be the order in the right click context menu for drives. The
default
command for the file is shown in bold on the shortcut menu for the
file.
Its also the first item on the list.

As far as Explore being the default on folders...
If you do not use any of the Common Tasks, disable the Common Tasks
pane in
folders.

How folders open depends on a number of things.

Show common tasks in folders

This effects how double click or single click handles opening a
folder.
Single-click to open an item (point to select)

Open and Explore are different.
Explore opens folders with Folders pane on the left.
Open opens folders with common tasks showing on the left.
Again that depends on all the settings above.
